Subcommittee Reports:

Public Information Subcommittee Report   PI Subcommittee had been asked to present information about NA to Drug Court personel in Newton County/Neosho on January 28 but that presentation was postponed by the Drug Court people.

   The PI subcommittee's second meeting was held Jan. 26, 2002 at 1330 Wall, Joplin, MO (1:00pm)  We had a potluck meal after which the committee discussed and took care of the following:

   1.  Volunteers for Vice Chair of committee were asked for- none were forthcoming. In other words: No vice-chair yet.

   2.  Tim K. was nominated as Secretary.  He gave a verbal service resume and was voted in as PI subcommittee secretary.  Thank you, Tim.

   3.  Sample PI subcommittee guidelines were passed out and discussed at some length.  They were accepted by the subcommittee to be submitted to Ozark Area for final approval by the groups.

   4.  The need for the development of a PI presentation to give to the drug court and other community organizations was discussed.  A taskforce of three PI subcommittee members will meet to put together an outline of a presentation.  They are Tricia B., David D., and Kevin F.  We hope to practice the presentation at future subcommittee meetings and have several members comfortable with being on a PI panel presentation.  Copies of the PI guidelines and pertinent information from them were given to the presentation taskforce.

   5.  Tradition one was read from the Basic Text and discussed in relation to Public Information service work.

   There were 12 people in attendance at the Jan. 26 meeting representing four area groups. A current copy of the Ozark Area Meeting Schedule is being sent around for corrections and additions. Please take the rest of the meeting schedules for use in your groups.

The PI Subcommittee has placed a literature rack at Community House at 20th and Porter in Joplin.  Members took pamphlets and schedules to place at DFS and emergency rooms.  I think that's all.  I have bills for copying and postage for CAR reports totaling $19.62.  The current balance of the PI Subcommittee budget, after consulting the Area Treasurer, is $1730.00  after this month's expense.  Respectfully submitted,  Pam M.

H & I:   Hello Ozark Area,   H & I is doing well since last ASC. We are still holding 4 presentations at Ozark Center/New Directions, 2 presentations at the Laffayette House, and 4 meetings a month at the Jasper County Jail. Our subcommittee meeting is held the third Saturday of the month at 618 Jackson (HOLC) at 3pm.

   Last ASC I was asked by the GSR's to present this committee with H & I Subcommittee Guidlines. Enclosed in my report, and handed out to all GSRs is our Guidelines. Any questions of comments can follow this report.    ILS, Brian C.

HOLP 2002   Things once again are going great with the picnic so far. We talked about many different things today at our meeting. We have decided to go ahead and order the second ½ gross of coffee mugs so that we don’t have to worry about it later down the line. At last months area I informed everyone of the color change of the shirts, we later found out that we will have to get white tank tops so that the men and the woman tank tops will match. Over the next month, not only will we be ordering more coffee mugs, we will start ordering regular t-shirts and hats, Susi and I plan on going this next week to place the orders for the merchandise. We also talked about how to handle purchasing the plane ticket for our Saturday night main speaker. The committee agreed that I would pay for the ticket with my credit card and then would be reimbursed for the cost of the purchase of the plane ticket. We have an estimated $700.00 that will be going out over the next month, as of February 16, 2002 our bank balance is $1894.45. Pre registration is going good, we have 29 pre registrations to date. Bridgit B. will have the mail outs for pre registrations ready next month so that we can get a final cost on the mailing.

   Wendy A. is handling the Hug Patrol and had decided to go with a neon yellow shirt with blue print, so far she has 4 people signed up to help out with the hug patrol. So far we have received ideas for the workshops from 4 groups. If your group wants to submit an idea please do so, the deadline for the workshop ideas is March 16, 2002. If you have any please contact myself, Steve G. or one of the other sub committee members. The committee is sending our artwork to Mr. Bill for the design of a one of a kind piece of jewelry, this is something that is offered to the committee at no charge to do with as the committee wishes. The committee also talked about putting together fruit baskets for each speaker and having it in their room when they arrive to the picnic. I’m sure that I have left something out of this report so if you have any questions about the progress of the committees work please feel free to ask myself or any of the committee members. AWAM:   Hello Ozark Area,  Not much to report again this month. I have read over the old guidelines that Pam gave me and if I get the input from the groups today; I will have a set of AWAM guidelines done by the next ASC meeting. I will be having a sub-committee meeting on Saturday March, 16, at 4:00 p.m. at 618 Jackson in Joplin. That is right after the H & I sub-committee meeting. I hope that the groups will encourage their members to come get involved with putting on functions for their Area. Group Reports:

Set Free:   Hello Ozark Area,  The Set Free Group still meets at 315 E. Grand on Mondays and Wednesdays at 8:00pm, and Fridays at 6:30pm, and Saturday at 9pm. Our group attendance has held up at 15 - 20 addicts per meeting. Our business meeting attendance  is gaining as well. Unfortunately due to a change in our financial situation this month regarding our meeting facility we have no donation this month, but when all else fails we still donate our love and support to Narcotics Anonymous.

   We still have no repley from our county jail on being able to carry the message of NA in to them.

   Our group is currently having controversy over the clarity statement that is currently being read at the begining of our meetings. Some feel uncomfortable with it and others do not, but if our group decides to keep it as a prt of our readings. I would appreciate it if the area's groups could give me any suggestions on how to present the clarity statement in a comfortable manner.

But Do It:   Ozark Area, Hello   My name is Rob I am an addict. I am the GSR for the But Do It group of Joplin. We meet at 6:30 every Wednesday at 1502 S Michigan in building 2. We are a small, but consistent group.

   The But Do It Group has a donation of $44.57 to the Show-Me Region. We are sending it to region rather than the area do to the recent bottleneck effect of funds at the Area level.   ILS, Rob G.

Survivors:   Greetings Ozark Area,  Survivors Group is doing well. We meet Monday through Saturday at noon at 618 Jackson in Joplin.

   We are excited about our upcoming function.  Our attendance is doing well- we had 59 addicts at our meeting last Tuesday!. We hope to see you all next Saturday in Galena.   ILS, Shavett G.

We Do Recover:   Hello Ozark Area,   The We Do Recover group meets at 1330 Wall in Joplin evey night at 8PM, at midnight on Fri and Sat. and at 6PM on the second and fourth Sundays of the month. The new 6:00pm meeting is a tradition and concept panel/discussion meeting. Our bills are paid and we have an area donation of $21.

We will be hosting a C.A.R. workshop on March 3rd at 4PM. We will also be having our Birthday Bash on March 16th.    ILS   Linda Q.


Never Alone:   Greetings Ozark Area   The Never Alone group in Monett is meetings Tuesday night at 8:00pm in the Basement of the St. Lawerence Catholic Church at 405 7th st. in Monett, Mo. Our meeting is closed and is non-smoking. Our attendance is between 4 and 6 addicts per meeting. Our Group would like me to thank the Area for the white keychains, they were very helpful.

Blood, Sweat, and Tears:   Hello Ozark Area,   The Blood, Sweat, and Tears group meets every Friday night 8:00pm at 301 S. Pine in Nevada, Mo. Our attendance averages 10 to 15 addicts per meeting.    ILS, Eddie M.

Against All Odds:   We meet at Oak Place, 30th & Michigan on Wednesday at 8:00pm and Sunday at 6:30pm. We have between 15 and 20 people attending.

   We are very glad you asked us to host this ASC meeting, and everything is going great with our Group.    ILS, Danny R.

Higher Powered:   Hello Ozark Area,   Higher Powered Group meets every Thursday at 8:00pm, 128 W. Elm in Columbus, KS. We have 5 - 10 regular members attending our meeting. This last business meeting we had 6 addicts attend attend and participate in the group conscience. This is a big improvement over our usual 3. We talked a lot about getting involved in Area service and had some positive feedback.   ILS, Deanna J.

Fifth Tradition:   Hello Ozark Area,   Fifth Tradition meets Tuesday through Friday at 8:00pm at 618 Jackson. With 8 to 30 addicts per meeting we are doing fine and have no donation to Area this month. We are still reorganizing.   ILS, Steve G.

Sharing Session: Set Free asked for input regarding reading the clarity statement at meetings. A few groups shared what they read at meetings; some statements carry the message of unity more than "setting rules".  It was pointed out that sometimes it takes more than one business meeting to sort out a true Group Conscience.

Motion: to waive cleantime requirement for Literature Review Chair / 2nd / passed

Some discussion on why the first order of business after establishing cleantime requirements was to waive them.

Points made that they are guidelines, and should not be used to prohibit the best qualified candidate, disallowing a member to serve would violate the spirit of the Traditions, and that the ASC establishes cleantime requirements to allow a member to have some time to gain experience at a Group level before serving the Area level..

Discussion of Concern:

    Member took the floor and said that in a room purchased by an NA member for newcomers at the Cabin Fever Convention, pictures of a naked woman were displayed implying that they were of a member of our local fellowship. This kind of behavior is inappropriate for a representative of the Ozark Area, and asked that Don C. withdraw his nomination for Literature Review Chair.

   Don said that this was his own business and had no business being discussed here. And he'd be happy to set the facts straight. Not willing to withdraw nomination.

   Point:   Personal integrity and the rest of the qualities of leadership outlined in the 12 Concepts have a direct bearing on this issue.

   Facts were called for, no response.

   Point:   This happened at an NA Function, not in private, thus it is appropriate to discuss them here.

   Point:   as an addict, that behavior would be unacceptable for a trusted servant, and called for the facts.

   Point:   as a trusted servant I am representative of the Area, my actions reflect this and I would expect to be called on my shit.

   Point:   "We don't kill our wounded". Anonymity and principles before personalities are at issue.

   Point   Attraction rather than promotion, what kind of message does this behavior send to the newcomer and NA as a whole?

   Point:   A GSR felt a duty to carry this back to his group, and wanted to hear something other than denial - called for the facts.

   Don was pointedly asked for his version of the occurrence by another GSR.

   Don  responded that he took his laptop to the convention and was asked by an individual to see the pictures. "yes, I lied and said it was her to see who could be trusted". People had no business spreading the rumor around at the convention and afterwards trying to make a big deal of it.

   Point:   Don tried to plug his laptop into the phoneline to surf the Internet - that would have been charged to my bill. I didn't get the newcomer room for this purpose, but to give people a place to stay at the convention. "I'm pissed, and this has become an Area issue, and needs to be in the Minutes. Newcomers look at Area Trusted Servants as more than just NA members".

   Point:   4th Concept for Service was read, emphasis placed on personal integrity and leading by example, and another addict stated that this speaks towards personal recovery as an indication of how they would act as trusted servants.

   Point:   The "facts" as expressed by Don show, by his own admission, dishonesty, manipulation, and a bit of paranoia. No remorse, apology, or indication that this action was wrong is an example of personal character.

Motion: To elect Wendy A. or Danny H. as ASC Vice Chair.   Wendy A. received the 2/3 necessary for election.

Ozark Area Hospitals and Institutions Subcommittee Guidelines

Purpose

The Ozark Area H&I Subcommittee is responsible for carrying the Narcotics Anonymous message of recovery into hospitals and institutions whose residents have restricted access to regular NA meetings.

The Hospitals and Institutions Subcommittee initiates, coordinates, and conducts all H&I meetings/presentations in the area, but may use other methods, such as distributing literature and meeting lists, in order to make recovery more available to the addicts in these facilities. This committee is a subcommittee of the Ozark Area Service Committee and is directly responsible to that committee.

Functions of the H & I Subcommittee

A. To carry the message and to disburse literature to all facilities through our H&I panels.

B. To conduct a monthly business meeting.

Officers:    A service board of officers shall consist of a Chairperson, a Vice Chairperson, and a Secretary (optional).

Any subcommittee officer or member who relapses will automatically be removed from the subcommittee.

Any subcommittee officer can be removed after missing two monthly H&I subcommittee meetings.

In case of resignation by the Chairperson, the Vice Chairperson shall automatically assume the position of Chairperson until the ASC elects a chairperson.

If the Vice Chairperson cannot or will not assume the position, the Area Vice Chairperson will act as H&I chairperson until the ASC fills the position.

In the event of resignation by the Secretary, the position shall be held open until a willing member from the fellowship is found to fill the position.

Qualifications and Duties of Officers:

A. The Chairperson should have at least Z years clean time, plus a minimum of 6 months activity in H&I work. The Chairperson will be elected by the ASC at its annual meeting in May for a term of one year in accordance with their guidelines.

Responsibilities include:

1. Bring before the general meeting of the Subcommittee matters that should be acted upon by the Subcommittee.

2. Carry out policies and orders for the Subcommittee.

3. Attend area service committee meetings.

4. Attend Regional H&I subcommittee meetings.

5. Order and distribute literature as needed to the facilities where presentations are being held in the area.

B. The Vice Chairperson should have at least Z years clean time and at least 6 months experience in H&I work. Responsibilities are:

1. Assume the responsibilities of the Chairperson in the event of the Chair's absence.

2. Help coordinate H&I meetings/presentations by acting as panel coordinator.

C. The Secretary should have at least 1 year clean time. Responsibilities are:

1. Record minutes of all subcommittee meetings.

2. Copy and distribute those minutes.

3. Keep records of all subcommittee members, including addresses and telephone numbers.

4. In case of vacancy of the secretary position, the Chairperson or Vice Chairperson will assume the above duties.

D. H&I Panel Leader/Coordinator should have at least 1 year clean time and at least 6 months H&I experience.

Responsibilities are:

1. Invite panel members to the H&I meeting/presentations and in general, do all the things necessary to conduct the meeting.

2. Communicate regularly with Chairperson/Vice Chairperson informing him/her of any problems with the meetings/presentations.

3. Make a report on the H&I meeting to the H&I Subcommittee at each monthly meeting.

E. H&I panel members will have 6 months clean time and a willingness to serve. He or she will be qualified and assigned by the H&I Panel Coordinator/Panel Leader and be cleared by the facilities whenever necessary.

H&I panel members are required to:

1. Be familiar with the H&I meeting/presentation format.

2. Be familiar with subcommittee and facility rules.

3. Be able to share a message of recovery in Narcotics Anonymous.

In order to qualify for any of the above offices, H&I members shall come to the monthly H&I Subcommittee Meeting and inform the committee of their desire to serve.

A. Any member of the H&I Subcommittee is automatically disqualified from further H&I activity upon relapse, but may again become eligible when he or she can conform to the requirements in these guidelines. Being clean for the purpose of this H&l subcommittee shall be defined as complete abstinence from all drugs.

B. Any member not conforming to these requirements or any others which might be added later, or who refuses to abide by the rules and regulations of the facility being served, shall automatically be released of any H&I subcommittee assignments.

C. No Narcotics Anonymous meeting/presentation regularly conducted under the auspices of the H&I subcommittee shall be held in any facility, except when directly supervised by the H8I subcommittee or its delegated leader. This appointment must be acceptable to the facility being served.

D. Any NA member who is involved with a given facility on a professional or volunteer basis should not participate in the panel serving the addicts in that facility. This is intended to avoid possible conflict and the resulting damage to:

a) the inmate or patient inside, or

b) the working ability or privilege of the subcommittee to earn/ the message inside the facility.

For the same reasons, no H&I member will interfere with or use influence in any facility, court or hospital; nor with any judge, doctor, probation or parole officer. Further, H8~I members will not make any comments or promises regarding employment, parole, probation or medical problems. We carry only the message of Narcotics Anonymous: recovery from addiction through our spiritual program. However, these members may participate on panels going to other facilities.

E. Length of clean time required by each facility is to be rigidly upheld by all panel leaders.

F. Excessive use of profanity or the use of vulgar stories in your sharing is strictly prohibited by authorities of all facilities, and strongly discouraged by the H&I Subcommittee.

G. Any member of the H&I Subcommittee on parole or probation will only be allowed to participate in or attend an H&I meeting in any facility being served by the subcommittee with the express clearance of the authorities of the facility and possible the approval of their Judicial Officer, if applicable.

H. H&I panel members shall be responsible for their conduct in any facility and they shall take responsibilities to become informed in advance, regarding the regulations of the facilities being served.

 

Proposed:

Ozark Area Public Information Subcommittee Guidelines

PURPOSE 

The purpose of the Public Information Subcommittee is to inform the public that NA exists.  To inform the public that Narcotics Anonymous offers recovery from addiction and information about how and where to find it.  All activities directed to that end shall be carried out in accordance with the Twelve Traditions of Narcotics Anonymous.

FUNCTIONS/RESPONSIBILITIES

1. To open and maintain lines of communication

A.  Between NA and the public

B.  Between the Area and Regional Service Committees

C.  Between NA Groups within Ozark Area             

2.  To respond to all requests for information in a timely and effective manner

3.  To be sure that those requests are handled at the appropriate level of service (Pages 3,4,5,and 6 in PI Handbook). Remember our Ninth Tradition states subcommittees are “directly responsible to those they serve.”

4.  To establish, maintain, and coordinate the Ozark Area helpline by:

A.  Maintaining consistent contact with support services hired to provide helpline, such as, the phone company, the answering service, etc.

B.  Providing phoneline volunteer workshops and continue in-service information for NA Phoneline volunteers.

C.  Educate Area Groups and Regional subcommittees as to the use of Ozark Area Helpline.

D.  Maintain current, updated list of Phoneline Volunteers.

5.  To maintain a close working relationship with other Ozark Area subcommittees, especially Hospitals and Institutions Subcommittee.

6.  To update, print and supply Ozark Meeting Schedules to the Area and Region at least once every three months.

7.  To report current activities of the PI Subcommittee to Ozark Area and to Regional PI Subcommittee

MEETINGS AND MEMBERSHIP

1.  Regular meetings shall be held before each regularly scheduled meeting of the Ozark Area Service Committee. 

2.  Membership includes two categories:  Regular members and Voting members

A.  Regular members.  All meetings are open to interested members of N.A., with special encouragement to group P.I. representatives, phoneline volunteers and previous officers.

B.  Voting members.  To be a voting member of this subcommittee, a member must first attend two consecutive meetings. Two consecutive absences constitutes removal from the voting roll. Ozark Area groups are strongly encouraged to elect a P.I. representative so that this may truly be an Area subcommittee.

3.  Membership in the P.I. Subcommittee includes the following:  Those assigned to head specific projects as needed, those willing to help on various projects as needed, and voting members.

OFFICERS AND THEIR DUTIES

1.  Chairperson- The chairperson is elected by the Ozark Area Service Committee in accordance with their guidelines. The Chairs duties include:

A.  To prepare agenda for and preside over subcommittee meetings

B.  To be the coordinator of the functions and responsibilities of the PI Subcommittee

C.  To initiate and maintain contact with other PI subcommittees neighboring Ozark Area

D.  To contact absent groups to request representation and offer assistance.

E.  To maintain the subcommittee’s files and records.

Requirements

A.  Suggested two years clean time. Previous service at group and area level.

B.  Ability to organize and give the committee direction and incentive.

C.  Willingness to give the time and resources necessary to do the job.

D.  A working knowledge of the 12 Traditions of NA and the Ozark Area Guidelines.

2.  Vice-Chairperson- The vice chairperson is elected by a majority vote within the Ozark Area P.I. subcommittee for a one-year term.

A.  To work closely with and assist in all other duties of the chairperson.  Although the position of the chairperson is elected by the ASC, the vice chair is training to assume duties of the chairperson.

B.  Carry out responsibilities delegated by the chair and/or the subcommittee

C.  The vice chair will take minutes of the committee in the absence of the secretary.

Requirements:  suggested

A.  One year clean time. Previous service experience at group level.

B.  Ability to assume responsibilities in the chairperson’s absence.

C.  Willingness to give the time and resources necessary to do the job.

D.  A working knowledge of the 12 Traditions of NA and the Ozark Area Guidelines.

3.  Secretary- The secretary is elected by a majority vote within the Ozark Area PI Subcommittee to serve a one-year term.

A.  Record minutes of each meeting and keep role call for voting purposes.

B.  Handle all correspondence as directed by the chair and/or vice chair of the subcommittee

C.  Maintain records of communication, including list of activities and contacts to be pass on to subsequent committee members.

Requirements:  suggested

A.  6 months clean time

B.  Willingness to give the time and resources necessary to do the job.

4.  Removal of trusted servants.

A.  Relapse

B.  Voluntary resignation.

C.  Motion to remove carries by 2/3 majority vote, closed ballot.

D  Chairperson can only be removed by Ozark ASC but the subcommittee can make a written motion of dismissal to the area.

 

Motion:  To task AWAM with organizing an Area C.A.R. workshop, 4:00 to 6:30pm, Sunday, March 3rd.  We Do Recover to provide the meeting place, But Do It to provide volunteers for a potluck dinner to follow. 2nd / passed.

Discussion item:   Treasurer asked the ASC what to do with a check that was written to Free At Last for literature. It hasn't cleared the bank and do we want to stop payment or ask for the check back to avoid the stop payment charges?

Motion:  That the Treasurer ask for the check back, and if not relinquished to stop payment at the bank. 2nd / passed.

Discussion item:   Point made that the Groups will be more willing to send excess funds to the ASC if the ASC will move its funds through the service structure. Last month's failed motion to send the funds above prudent reserve to Region was seen as a victory by a number of members, and we need to ask ourselves is that what we should be doing?

Further discussion brought forth a:

Motion: to send funds above Prudent Reserve at the end of this ASC to the Show-Me Region. 2nd / passed.

Motion: to assign to the Secretary's duties the responsibility to update the Regions website. 2nd / passed.

Next ASC to be hosted by the We Do Recover Group Sunday, March 17th, 2:00pm,1330 S .Wall, in Joplin.
